Eine Entscheidung zum DXCC-Status liegt bislang nicht vor. Gleichwohl gibt es bereits Aktivitäten, die auf eine Reaktion des Diplomherausgebers ARRL hoffen oder bauen.

Hier die Verlautbarungen der Gruppe, die sich im Kosovo befindet.

Gleichzeitig sei darauf hingewiesen, dass es offenbar auch einige YU8 bzw. YT8-Rufzeichen in Serbien gibt.

Kosovo Press Release # 1 February 16, 2008

A multi-national group of Amateur Radio operators is now in Kosovo in an effort to support and help revitalize Amateur Radio locally. The initial team members will begin activity today. Activity will be on all bands on CW and SSB. Look for YU8/G3TXF, YU8/N7NG, YU8/OH2BH, YU8/OH2PM, YU8/ON8NC and YU8/W3UR. More details will be released when available. QSL via the operator’s home callsign.

Kosova Press Release # 2 February 17, 2008

In addition to the individual multi-national Amateur Radio operators (G3TXF, N7NG, OH2BH, OH2PM, ON8NC and W3UR) currently in Kosova and operating with UNMIK licenses, the group will soon begin activity as YU8/OH2R. The team currently has two stations and will begin activity on 7 to 28 MHz on SSB and CW. For more details about the project please check the QRZ.COM listing for OH2R. QSL YU8/OH2R via OH2BN.

Naturally there are many questions about the DXCC status of Kosova, and whether or not it will be added to the DXCC list.

The DXCC rules, which were modified in 2000 to better handle inclusion to DXCC, are clear on how additions can be made:

For inclusion in the DXCC List, conditions as set out below must be met. Listing is not contingent upon whether operation has occurred or will occur, but only upon the qualifications of the Entity.

Political Entities, Geographical Entities, Special Areas

#1, Political Entities is the category with which we are concerned with respect to Kosova.

1. Political Entities:

Political Entities are those areas which are separated by reason of government or political division. They generally contain an indigenous population which is not predominantly composed of military or scientific personnel.

An Entity will be added to the DXCC List as a Political Entity if it meets one or more of the following criteria:

a) The entity is a UN Member State.

b) The entity has been assigned a callsign prefix bloc by the ITU. (The exceptions to this rule are international organizations, such as the UN and ICAO. These Entities are classified under Special Areas, 3.a); and Ineligible Areas, 4.b).) A provisional prefix bloc assignment may be made by the Secretary General of ITU. Should such provisional assignments not be ratified later by the full ITU, the Entity will be removed from the DXCC List.

c) The Entity contains a permanent population, is administered by a local government, and is located at least 800 km from its parent. To satisfy the "permanent population" and "administered by a local government" criteria of this sub-section, an Entity must be listed on either (a) the U.S. Department of State's list of "Dependencies and Areas of Special Sovereignty" as having a local "Administrative Center," or (b) the United Nations list of "Non-Self-Governing Territories."

New Entities satisfying one or more of the conditions above will be added to the DXCC List by administrative action as of their "Event Date."

So, Kosovo will be added to the DXCC list if it becomes a member of the UN, or (2), if it receives a prefix bloc from the ITU. The third condition does not apply. The date upon which either (1) or (2) occurs will be the event date.


... alles klar? Also bleibt es im Moment bei 338 DXCC-Gebieten.

Hallo zusammen! Ist es denn so, wenn man jetzt YU8/OH2R oder sonstwen aus dem Kosovo arbeitet, es denn bei einer eventuellen Anerkennung (irgendwann einmal) als neues DXCC automatisch als gearbeitet zählt?

Auf deutsch, wobei ich die vergessene "(1)" eingefügt habe: "Daher wird der Kosovo zur DXCC-Liste hinzugefügt, wenn er (1) ein Mitglied der UN wird, oder (2) wenn er einen Präfixblock von der ITU erhält. Die dritte Bedingung trifft nicht zu. Das Datum an dem entweder (1) oder (2) stattfindet wird das Ereignisdatum sein."

Mit anderen Worten: QSOs mit dem Kosovo zählen erst ab dem Tag, an dem er Mitglied der UN ist oder einen Präfixblock von der ITU erhält.

Hier kannst du feststellen, dass noch kein Präfixblock zugewiesen wurde:

Hallo Julian,

Danke für die Info, ich hab mich schon gewundert was für ein Theater um die YU8 - Stationen gemacht wird auf dem Band... Da war es ja OK, daß ich mich daran nicht beteiligt habe, hi...

Update: Kosova (Kosovo) Added as Multiplier for CQWW DX Contests / CQ DX
Marathon

The Worked All Europe (WAE) award committee of the Deutsche Amateur Radio Club
(DARC) has voted to add Kosova (Kosovo) to the WAE country list. The CQ World
Wide DX Contests and the CQ DX Marathon both use a combination of the DXCC and
WAE lists as the basis for their country lists. Therefore, Kosova will now be
considered a separate entity for both the CQ DX Marathon (effective February 17,
2008) and for the CQ WW DX Contests, beginning with the CQWW RTTY DX Contest on
September 27-28,2008.

CQ previously announced that it was accepting Kosova as a separate entity for
award credit, as of February 17, 2008.
Sehr interessant. Auf http://www.darc.de/referate/dx/fgd.htm noch keine Verlautbarung dazu.

Wenn Kosovo sich selbst jetzt als unabhaengig sieht, welche Rufzeichen sind dann aus dem Kosovo "legal"? Einen neuen Rufzeichenblock haben sie ja noch nicht; hat die dortige zustaendige Behoerde das Recht, YU8-Calls auszugeben?

Wie wird man im WAE CW 2008 kontrollieren koennen, welche der YU8-Rufzeichen aus Serbien kommen (und davon wird es viele geben), und welche aus dem Kosovo?

Als sich Montenegro von Serbien abloeste, wurde von dort aus ja auch weiterhin fleissig mit (damals noch lt. ITU zu Serbien gehoerenden) Rufzeichenbloecken gefunkt, aber wohl mit dem Einverstaendnis von YU. Jetzt sieht die Lage anders aus.

Ich hoffe, dass das keine uebereilte Aktion war. Es bleibt spannend...

Edit: Das DARC DX/HF-Referat vermeldet nun: "Das WAE-Komitee teilt mit, dass mit Wirkung vom 17. Februar 2008 (17.02.2008) Kosova in die WAE-Länderliste aufgenommen wurde. Bis auf weiteres wird Kosova unter dem Präfix YU8 geführt."

Interessant auch die Schreibweise: Kosova, wo es doch im Deutschen und Englischen "Kosovo" heisst (siehe hier und dort), aber vielleicht wird nun auch Schweden bald als Sverige, Norwegen als Norge in der WAE-Liste gefuehrt?

Ich halte die WAE-Anerkennung fuer uebereilt und bleibe skeptisch.

Präfix Kosovo

Kosovo/Kosova: In der englischen Schreibweise tauchen zur Zeit beide Varianten auf - sowohl mit a als auch mit o hinten dran.
Im Deutschen werden wir wohl beim o bleiben.

Der Präfix ist wirklich ein Problem - aber bei näherer Betrachtung relativiert es sich. Nicht nur, weil es mit Schottland und Shetland Isl. ein ähnliches Problem gibt (wie macht man es da?) - sondern weil es im Moment offenbar gar keine aktiven YU8 aus dem Kosovo gibt.

Ergo wird man vorher erfahren, wer sich zum WAE oder CQWW dorthin auf den Weg macht.

Ob sich die ITU bis dahin für einen Präfixblock entscheidet oder wer im Moment dort unten Lizenzen ausgibt (wieder die UNMIK?) dürfte in jedem Fall Spekulation sein.
